Internationally, you need to use Route 4 & you cannot use a numeric sender id in route=4. Please change it from 123456 to any 6-letter alphabetic one.
Indian for Indian numbers only use Route 1, but it only allows sending SMS between 9 am to 9 pm.
Route=1 for promotional, Route=4 for transactional SMS.
